what about the Wailers? they are free that weekend and most of them live in the Washington DC area?

I would also note that I doubt Ratdog is a very expensive band for the festival. Ratdog on its own plays very small venues, is not able to fill up full size sheds anymore- so my guess is the festival won't have a boat load of money available suddenly to get a big act. Now, that is not to suggest that his loss isn't a great loss for the rest of us....just not sure how much they have to replace Ratdog with financially.

Funny, as I see it the opposite way.
Last year we had "Widespread Panic with John Fogerty sitting in" and "Gov't Mule featuring Grace Potter".
To me, "featuring" means "joining the band for a few songs;" whereas "sitting-in" implies "joining the band for the entire set." Hence the word "sitting," which suggests the performer will be on stage for a lengthy period of time (long enough to warrant sitting down).
In either case, we got about 30 minutes of Grace and 30 minutes of Fogerty. My guess is that it is all about how many songs they are able to rehearse together. I assume that last year the promoters hoped for more from Fogerty; but with limited time to practice together, they only felt comfortable performing a handful of the songs that were planned.

I saw the Wailers a few months ago (doing Legend in its entirety). It wasn't a bad show, but it was by no means enough to replace Ratdog.
