I try not to make a stink about pets at festivals, since we bring the little dudes ( our children, not pets ha) and some people have the same problem with that. To each their own, until the safety and wellbeing is called into question.
The terminology I usually see employed is "Emotional Support Animals." I'm fine if people need a service dog. And have a real, trained service dogs. I've also said unambiguously I don't think criminalizing this sort of conduct is the answer (regardless of whether it applies in this particular case).
What I'm not fine with is people bringing these "Emotional Support Animals," which are totally untrained, uncertified pets, into a situation as chaotic as a music festival. It is cruel to the dogs and disrespectful towards their fellow patrons. I saw some people w/ their dogs on the field last year and they were terrified. They were also in the way and wrapping themselves around people.
If people are really so emotionally screwed up and anxious that they are unable to function without an animal with them all the time then they need to focus on lifestyle management, as being spun out at a music festival at 4 AM is outweighing the benefit they might get from their animal by multitudes.
I'm sure that makes me an intolerant asshole, but I'm willing to wear that badge.

It is already illegal (under federal law) to fake service dog credentials. Emotional Support Animals do not qualify. There are also significant limitations on how to be able to detect this practice. There is a great series here:

I know far too much about this subject, mostly due to my professional role. But I keep coming back to the people who do this are assholes and as a community we need to police this ourselves.
Of course I have pretty much the same stance towards the nitrous mafia...
