They have experience, and now have added some of the top people in the fest business. And the way these guys work, they have many ventures that intersect in ways so the bigger picture is to balance them all--kinda like if Subway doesn't make a lot of money on iced tea but keeps it on the menu.

Pete is one of the people who made Dead & Co happen, and maybe its touring pulled people away from Lockn, maybe not, but he'd look at the whole run.

However, I see a lot, as you mentioned, that these guys love what they are trying to create, and someone else who didn't have the personal interest might have cut and run sooner.

While they aren't afraid of "change of direction" (eg Phish) that can be at the expense of a brand they need to create. But they also seem dedicated to a small fest with big name bands, and that is a challenge. A lot easier to put Dead Co or Phish in a 40,000 arena one night than all this.

Just because you've borrowed a lot of money to build infrastructure, doesn't mean the festival (or festivals) will be successful.

The bank could just as easily take the farm back. 

There is a Deed of Trust on the farm for close to 3 million.
