easy. you have 32-40 gatherings of 250 people each spread over all those acres and each one set up legally as a separate event. But they all happen to be peeping at one stage. 32 campgrounds.
Body count exchange so if 10 people leave gathering A to go to B then 10 go from B to A--but then you do it like wetland mitigation or a 1041 exchange and designate exchange units so it's not literally a direct exchange.
All it takes is good lawyering and of course money. Guns? nah.
