I think (but I am not a lawyer) that vending without a license is a civil, not a criminal offense in Virginia. It may depend on the locality. In any case it is a pretty big no-no so obviously the organizers don't want to deal w/ that.

I would expect that even if folks don't set up a real shakedown street, that there will be campsite kitchens sharing, and looking for
something shared back-- sandwich for a beer, for example.

who knows what small displays one might encounter in GA camping or the parking lots, but I don't picture major cooking going on. I'd like
to fing some stickers, etc. But Loose Lucy is a vendor who sells all that, too.

And with the ABC lurking, and lockn trying to keep them happy, it would be stupid to set up shots tables as is often the case;
as the song goes, if the right one (ABC) don't get you the left one (lockn security) will

selling prepared food or liquor at your tent site or tailgate violates a long list of laws and regs, none of which are likely to be enforced against someone doing it; more likely the venue admin would be the ones to stop it if they wanted to mess with it. It's a condition of your access license (aka ticket). Like the rules at the swimming pool.
ABC might mess with liquor sales, too, just because they are that way about stuff.

Actually, I think you may have to now. I can't think of any other reason schools and marching bands and football teams would be partnering with Fund Raising™ companies and only getting half of the proceeds, when they could be getting all of them minus overhead.

It's probably true that rather than pressing charges staff would just shut you down, fests like to try to keep their own house after all, but I'm saying they could press charges if they chose. And of course they could always kick you out, too. Not a chance I'd be willing to take.

I can't speak for VA's laws, but I've looked into them here in PA, and for most prepared foods at least a cursory inspection of your kitchen is required. Even the Amish, who are exempt from some of this stuff, must have ingredient lists attached to their baked goods. And I know for a fact that in PA serving hot food on demand (like out of a camp skillet) is regarded very differently from a bake sale: you have to have a full on restaurant license. That's probably true elsewhere as well. 

I suppose you could maybe sell fruit. Most states do not require any licensing or permit to sell fresh produce. The catch is you have to have grown it yourself, but it's gonna be hard to prove otherwise. You'd still be in violation of Lockn's no vending policy, but at least you wouldn't have to worry about being charged with a crime or civil offense.

well said. The regs and laws are consistent. Enforcement is not. The 8 year old selling lemonade on the corner violates a host of laws
and regs, too, including health, zoning and taxes.
