You pay Show Sherpa to set up your campsite. They provided tents, cots, etc for people who fly in.

Garcia's Lounge | 2014 Lockn Festival | The Jam Goes OnLockn’ guests may borrow bikes for free, and take advantage of the miles of beautiful cross-country trails prepared for Lockn’ riders by CAMBC (Charlottesville Area Mountain Bike Club). There will be a mix of gravel, doubletrack and singletrack with moderate elevation change. The singletrack is not too technical. Guided trail rides led by CAMBC and Red Bull professional athletes will be offered to all guests, there will be various leveled group rides available. Sign up at the Wheelhouse on site upon your arrival!

Garcia's is the club at the Capitol theatre, another venue owned by Pete Shapiro. I think the Garcia estate is part owners. They take a tent to some fests and provide a little shade and tunes for passersby. They also have some of Jerry's art sometimes.
The wheelhouse is the bike hub. If something breaks on your bike, you can get it fixed there. They might also have rentals, and that's probably where you go for the organized rides.
