So, I've heard back from an official at one of the State Police headquarters, presumably the man in charge of traffic. I explained to him that there was a lot of grumbling about the 9am gate time and that a lot of people were talking about showing up early, ie in the middle of the night. His reply makes me really hesitant to show up too early. It sounds like they are going to be strictly enforcing the laws against people stopping on the side of the road. I'm thinking 6 or 7 is really the earliest that I will be showing up, and even then I kind of expect to have to go cool my heels somewhere. Here's the email that he sent me back.

The Department of State Police has worked closely with the Virginia Department of Transportation and Lockn' Festival promoters in the development of a traffic plan designed to ensure the safety of all motorists and to minimize the impact on the local community.

The Department of State of Police is firmly committed to ensuring the safety all motorists traveling to, around or through the festival venue during this period. No provisions will be made by the Department of State Police to allow for vehicles arriving early to wait on the highway prior to the 9:00 a.m. announced opening. Additional Troopers will be patrolling the area around the venue in the overnight hours prior to the 9:00 a.m. opening. Troopers will strictly enforce all motor vehicle laws pertaining to the improper stopping or parking of vehicles on the highway during the festival period.

I can't say that I understand their logic here. I've heard a lot of comments about their efforts to minimize the impact that traffic will have on locals, but I see the opposite. They are opening the gates and encouraging us all to arrive at what is normally one of the highest traffic times of the day. I would think that the best way to minimize the impact on local traffic would be to bring the majority of us in overnight.
