It's basic that a law has to be written so the common man can understand it and behave accordingly. The dual (or multi) system prevents just that, resulting in an unconstitutional process.

I would not want rescheduling to slow the momentum towards the ultimate goal, which is full legalization. Rejecting rescheduling might (might?) push legislators in that direction. Probably as more states legalize and more legislators have constituents that are impacted by the continuing failure at the federal level.
This is really an area where the politicians are way, way behind the people. There is still a long way to go. The bureaucrats are farther behind then even the politicians, as they won't even obey the restrictions on, for example, using taxpayer dollars to raid medical marijuana places where that is legal.

I know that is not the case for everybody and I am sorry to anyone impacted by the current clusterfuck of a policy.
