You need a pass or valid fishing license for the WMA. Goshen Pass (on the western side of I-81) is a good tubing spot. Lots of places to drop in and out. I think there is also a service to bring you back to your car. Go towards Luray and then up Route 340 right beside the South Fork of the Shenandoah. Lots of river runners with canoe and raft rentals. VA DGIF doesn't do a good job of letting you know, but if you go to their web page and find the Wildlife Management Areas General rules and regulations page it say that you need any one of these (1) valid freshwater fishing license (2) hunting license (3) trapping license (4) boat registration or (5) DGIF Access Permit. Further east, go down to Scottsville on the James River, or other places along there. There are some tube rental companies, and they truck you up river, but it is a slow lazy drift.
Anywhere along the Blue Ridge Parkway (BRP)/Skyline Drive is awesome but that's on top of the mountains, so not for swimming.
Crabtree Falls is discussed elsewhere, a slight deviation to the south and west. Wading, not swimming and not at the falls.
But on the other side of the BRP on 56 is St. Mary's River Gorge, a great hike along the river and to two waterfalls. Near Steele's Tavern/Vesuvius. Then you can pick up interstate 81 a few miles away. You can also hike down to the waterfalls from the BRP at the Mine Bank Creek overlook. Was my favorite hiking/camping spots in my younger days.
The Methodist Church at Lockn' takes people to a swimming hole during the fest as a fund raiser; you might find out where that is and see if it's accessible to the public Monday.

Go west from Arrington over to Lowesville and then up into the mountains which you see from the festival site, into the George Washington National Forest along the Piney River. Small swimming and wading holes and beautiful Virginia mountain scenery. You can continue on over the mountain and come out near the Blue Ridge Parkway, I81 and thence north. To get to the Piney, look for Piney River Baptist Church on your GPS and head upstream from there. Gets a bit rugged but good road.

You might want to drive from Lockn' up to the Blue Ridge Parkway for some great vistas. If you take the Parkway up to interstate 64, you will pass Humpback Rocks. It's a very steep mile hike up to an incredible view over the Shenandoah Valley.

This hole isnt far from Lockn. Involves a pretty good hike in but is remote. Great Skinny Dipping.
