Also, I thought for sure that it was not illegal to just possess nitrous in most places including VA. I wonder if I'm incorrect or the article is.

Right.  Article lists both "possession of nitrous" and "possession with intent to distribute nitrous."  I thought only the latter was a crime.

Right, but being prohibited at the festival is a lot different from being illegal in VA.

Anyway, I hope they get all that crap out of there by whatever means possible.  I just found it curious if people were being charged for possession of nitrous as a crime, when I thought you could buy it legally.  If that's the case then I've definitely seen many instances (both in VA and elsewhere) where it certainly was not being enforced.

Ohhh I'm with you now, I read your post wrong, thought you meant the opposite since that's what would make sense.

This is entirely possible and not just to prevent the balloons but the tank itself.

But does the "no illegal drugs" rule actually cover nitrous?  That's essentially what I was trying to determine.
