I like the European process that if you are in the left lane, and an approaching car flashes his headlights, you have to move over to the right. It works about 60% of the time here.
Cops can use the "slow left lane" violation as a pretext to pull over suspicious autos (you know who) just like they do with the air freshener violation.
It's a legal quandary if the left lane driver is going exactly the legal speed limit and almost always, then, going slower than the traffic flow. How can he break a law by obeying a law?
I recall cops, and sometimes a pair of stubborn old men, would do "rolling roadblocks" by travelling 55 in pairs. Damn aggravating it was.

First- It always baffles me that everyone complains about left lane drivers, yet the majority of people on the roads have no problem riding it out there as long as they choose. I blame the dependence on the convenience of cruise control. People don't want to turn it off and reset it. I have a thesis that if cruise control went away, the left lane hogger population would decline.
Anytime I find myself in a string of cars in the left lane and am frustrated I can't go my desired speed, I always find pulling over to the right for five minutes or so and going the speed of whomever is in front of me and allowing the congestion to pass solves the problem.
Secondly, on our way to Lockn' 2016 somewhere in the Virginia mountains, two semi drivers were very purposefully driving next to one another doing <exactly> the speed limit for at least 15 miles. I can imagine them laughing at the pileup behind them over their radios. I have yet to think of a good reason for them doing so outside of being absolute pricks.

although your theory is likely correct about the trucks, now they have both governors and GPS tracking, both of which they hate. IF the GPS tracking shows they went too fast or even braked suddenly, it triggers all kinds of reporting requirements.
So this may have been their "silent protest."

I've actually seen truckers do that due to a speed trap ahead. Saved me from a ticket.

well, if you can get Americans to stay out of the left lane, then you can work on getting them to stay in their lane until the merge point, and "zipper" the cars with alternative merge, rather than one lane of stopped cars and one empty lane.

There's hope for zipper-merge south of the Manson-Nixon line. NFW in Jersey.
However, a 4-way stop sign in the south is the only place you'll find grid-lock there, with everyone sitting and waving at each other to go, a tentative start then stop, more polite gesturing (several fingers displayed at a time) for hours.

I just wish that people around here knew the difference between yield and merge. Fair warning...if you are supposed to yield to me and instead you try to merge in front of me I WILL run you off of the road, no mercy. I've done it before and I will do it again. I have no patience for that shit...
