In the past they have been. They've outlawed outdoor showers, which is weird. May or may not affect this. I highly suggest against putting any solid waste in there. Not kosher. Some kitty litter and liquid is somewhat acceptable.

These are allowed. Hers's a pro tip, just use kitty litter in the bag instead of the bio gel.

Never had to use it as the toilet situation improved, but you never know....
