I nominate Joe Biden to this fraternity. When old people fall they do try to get back up for a minute. When drunks fall they’ll fall 3 more times trying to get back up. I’ve never heard anyone say “stay down” to an old person that has fallen, but I’ve heard more times than I can count for drunks.
