Starr Hill might still put on the guise of "local," but they're a pretty large brewery that has had distribution deals with InBev in the past. Plus honestly I don't even care whether it's local or not, I just want it to be good. And IMO their beer is not good.
Sierra has a really solid lineup that I thought fit a festival nicely. Pale Ale, Hophunter, and Nooner pils. I'm not sure what you're talking about regarding there not being a "cheap yellow refreshing all-day drinker," Nooner was right there in front of you the whole time and is great.
It's cool that they have the local beer tents, but I'm just not walking all the way back there to them every time I want a beer. Was a lot quicker to hit the ones along either side of the field.
I could be wrong about the situation, but the way that Lockn keeps mentioning Starr Hill on FB posts and e-mails, I assumed that meant that they were going to be the one that was everywhere this year instead of just having a little spot in the back area.

At L3 there were fewer craft beers and they were far away. ALL of the other beer bars were limited to Sierra Nevada. No other choice and it was pricey, the Nooner was more expensive than the basics were last year. In short, it was a captive market and I resented not having the choice, as did almost everyone I spoke with. And no VIP discount.
(and BTW personally I like crafts and usually don't drink coors/bud unless that's all there is, love my PBR and never ever drink light beer. I thought Nooner was good but still not for high volume hot weather consumption).
Starr Hill is a local (Crozet) craft beer and the owner knows how to market it broadly. He's one of the top guys in the music business, involved in many fests, and his management company's artists includes Phish, MMJ and Ween. Pete used to work with him. So you often see Starr Hill participating at concerts and festivals, and it makes sense with this line-up, that it will be involved. I would expect Starr Hill to be prominent; they may even do the same as they did with Sierra Nevada, unless volume would be an issue. InBev had an option to buy in but that expired.
and personally I like the Starr Hill beers; the Dark Starr is one of my favorite stouts. Just an opinion.

My favorite beer there last year was Hopwork Orange from Blue Mountain, I hope they are there again. We get distro from them here in NC, but the kegs they had there last year tasted super fresh and better than when I had ever had it in the past. They were selling out of it by the early evening every day.
