There is no appreciable difference in the weather in Virginia between the last week of August and the first week of September. In fact, September can be terribly hot here (Indian summer).
Last year it was pure happenstance that it was extremely hot. It was also extremely hot at L2 and cold at L3.
The only real difference between the old September dates and the new August dates is the effects driven by the many different schedules involved, and the dividing line of Labor Day, the traditional division between summer and fall.
