I'm optimistic like that.
Plus, we seem to have ended all the lock-downs at this point - just wear a mask and hang out with whatever large crowd gathers in your town. If none of that results in a significant surge, why not put on a big festival?
According to recent studies of anti-body testing I've seen, about 45% of people that have had the virus had NO symptoms at all.

**IF**
There are not major outbreaks, spikes in deaths and crushed ERs over the course of the next 1.5 months, I would say that is pretty strong evidence that the combination of warm sunny weather and masks make outdoor transmission a negligible risk. IF we don't see another episode of Emergency Room Armageddon in early July, I would say that shows its safe to have a large outdoor concert or festival. Provided everyone wears masks, the venues take other safety measures, people sign waivers, etc. etc.
IF our ERs arent destroyed, I would say Lockn and anything else thats still scheduled (except for the work conference I have scheduled during Lockn) should go on.
NJ Governor Murphy is supposedly giving guidelines for large outdoor events later today. Interested to hear what he has to say:

My late August through October is jam packed with all the stuff that had been spread through the entire summer. I'm somewhat worried that crowding all of those events into a shorter period of time is going to put us at higher risk.

So for scientists, modelers, students of management methods, and those who remember high school science class super well (I don't but I did continue in that field), more makes sense than it may initially seem. Or, you could replace the scientific method with, "trust, but verify". There, I satisfied all views with that one.
Precaution and verified info are the constants in the way forward each step, and no matter who is talking. WHO info immediately sounded like contradictory BS to me, and it was. Initial mask info (discounting their value) sounded like contradictory BS to me as well, that approach has been acceptable in Asia for decades, and talk to the contrary sounded like it was loaded with ulterior motives. Masks stop spit and snot particles, ask any doctor, regardless virus size. Cars are far more dangerous than masks, but we learn how to use them. And to add the Lockn answer, it will ultimately be "risk vs reward" principle in 2020, after considering precaution and verified guidance points. Every day brings news that fits the need to be vetted by one or more of these key principles. Sorry if I sound preachy. I'm hoping the principles offer some ideas. Hondo gets at this approach much more succinctly above. Maybe it's a sixth sense or science training, but I can tell in most cases when someone is trying to rush info or assertions either way. I did fall for some of the super over-warnings early (touch your face and you die), but we did not know what we were dealing with yet. But if I had to lean a direction, I would lean precaution (prepper) vs all is fine now(pollyanna). Scientific method and management principle vs wishful thinking. I respect when some say they are optimists though. All that said, many things are screwed in U.S. society if we fear and hunker forever, which means innovative methods for the new world and opening will need WW II style rapid development and innovation. It is a very vibrant time to be alive. Thank goodness others are tasked with the Lockn 2020 decisions. If I were on the team, I'm leaning toward bagging it for 2020, and planning the party of a lifetime for 2021. If they hold it in 2020, no reasonable way top decide attendance earlier than about Sept 25, but ideas could form a month earlier, and if your risk vs reward outlook is damn the torpedoes, full speed ahead, decision to attend is easy today!!! I can't vote in the poll, my choice is not there.
