The difference with Woodstock 50 and other failures is that they failed due to bad planning, low resources, a general bad idea, etc. and, as you note, a naive optimism that things will work out by chance. The situation here is an external, although known, vector. Who knows how deep the planning was. It reminds me of Woodstock 50th Anniversary… in both cases right up to the last minute, despite everyone saying this is a bad idea, talent pulling out, refunds demanded, etc… they both were like “No, it’s gonna be cool”. 
Recall last year that a major event had to be cancelled due to smoke from forest fires! That's a new one.

Well the reason that I asked is that Allianz travel offers some type of coverage for Covid so it's worth checking into. 
The one time I paid for trip insurance it was denied because COVID had been declared as a thing in China when I bought.Hope Loose Ankles answer is better than mine.

I did purchase travel insurance when I bought out tix. Travelex will cover up to $750 for a room if we need to quarantine. Island Gigs just told us they would cover all additional nights up until the day we are cleared to leave Jamaica. That makes me feel somewhat better. Hope Loose Ankles answer is better than mine.Did you buy trip insurance? that covers your airfare? If not, it might not be too late.
I did not buy separate flight insurance. Our tix are non refundable but I believe AA will give us credit if we don’t go.
